R. 타고르

1913년 노벨 문학상을 받았으며, 인도의 시인이자 사상가이며 교육자인 R. 타고르(Rabindranath Tagore,1861∼1941).는 물에 관하여 이렇게 말하였다.

"물은 다만 사람의 사지를 깨끗이 해줄 뿐만 아니라 사람의 마음도 깨끗이 해준다.

왜냐하면 물은 사람의 영에도 접촉하니까 말이다.

땅은 사람이 육체를 유지해 줄 뿐만 아니라

사람의 마음도 기쁘게 해준다.

왜냐하면 땅의 접촉은

육체적인 접촉 이상의 것이기 때문이다."

세계수영강국 : 호주

호주는 미국에 버금가는 수영강국이다.

호주국민의 절대다수가 해변을 낀 도시에 살고 있음을 생각하면 당연한 일인지도 모르겠다.

그러나 오늘날 현대화된 사회에서 직장생활을 하면서 바다와 물에서 수영을 맘껏 즐기는 쉽지 않은 일이다. 호주최대도시인 시드니 도심에 조차 적지 않은 시립수영복합시설을 갖추고 있는 것 등이 호주를 수영강국으로 유지하도록 하는데 틀림없이 큰 공헌을 하고 있다고 생각한다.

시드니시시립수영복합시설기준방침

(2005년 3월 시의회승인)

시설기준 1

    : 여흥, 훈련, 경기, 강습, 건강증진, 일반체육을 실시할 수 있어야 함.

시설기준 2

    : 이용희망자의 신체적 능력(장애유무), 재정적 능력, 나이, 성별,

      문화적 배경에 관계없이 이용가능하여야함.

시설기준 3

    : 주민들의 새로운 욕구를 충족시킬 수 있어야함.

시설기준 4

    : 다용도로 활용가능하여야함.

시설기준 5

    : 모든 시설과 프로그램은 전문가에 의해 관리되어야 하며, 사용유연성이 있어야 하며, 시민수요변화에 대응하여야 함.

시설기준 6

    : 자체수입으로 시립수영장이 운영될 수 있도록 복합시설 및 프로그램을

      개발하여야함.

시설기준 7

    : 모든 장애인접근가능기준을 충족시켜야하여야하며, 생태적으로 지속가능한 설계가 되어야 하며, 호주건축기준을 충족시켜야함.

2.2 AQUATIC FACILITY OBJECTIVES

The following objectives are proposed for the aquatic and associated facilities in the

City of Sydney:

1. To develop a set of outdoor and indoor aquatic and related facilities which

meet recreational, training, competition, learn to swim, health and general

fitness needs of residents of the City and surrounding areas, the City

workforce and visitors to the City

2. To ensure that the aquatic and related facilities and programs provided at

City of Sydney venues are accessible to people regardless of their physical

and financial abilities, age, gender and cultural background

3. To provide facilities and programs at standards which are appropriate to

and which reflect the differing needs and skills of the community

4. To develop a mix of facilities which support multi-use and which are

flexible in their ability to meet community needs

5. To ensure that all facilities and programs provided are professionally

managed, have use flexibility and are responsive to any changing needs in

the community

6. To develop a mix of facilities and programs which achieve a strong,

sustainable financial performance

7. To ensure that the facilities will meet all Australian disability access,

ecologically sustainable design and building code standards.

6곳 시설의 계층구조(서열을 정하여) 중점서비스대상지역의 규모를 선정하고 그에 따라 시설규모 및 제공 서비스프로그램을 정함.
