Last chance to participate in the World Water Forum
18-23 March 2018, Brasilia, Brazil

Dear members,

One month before the 8th World Water Forum that will be held from 18-23 March 2018 in Brasilia, it is crucial that UCLG members be present at the Forum to promote the position of local governments on the local management of water resources. The critical situation that many municipalities are facing in terms of water scarcity means that we must mobilize even more strongly.

Background of the Forum

The World Water Forum is the greatest water-related event in the world, with around 25,000 participants, from national to local and regional governments, to all actors involved in water and sanitation management at all levels. The mission of this year’s edition is “to promote awareness, build political commitment and trigger action on critical water issues at all levels especially considering the implementation of SDG6”. The main theme of WWF8 will be sharing water.

What is the view & compromise of local and regional governments on this issue?

The Final Declaration of the UCLG Founding Congress stated: “Access to sufficient, good quality water at a reasonable price must be a right for all, and requires both legislative and social measures to protect the least advantaged communities.”

Where can our voice be heard?

UCLG is member of the Steering Committee of the Local and Regional Authorities Political Process of the Forum and therefore one of the main organizers of the International Conference of Local and Regional Authorities.

Draws 10 recommendations. Themes: Promoting urban water resilience, capacity building in water governance

What can the constituency of local and regional governments bring to the table?

Water is becoming, more and more, an issue of cities and regions, and thus municipalities need to have a say in how safe water policies are drafted and implemented. Localizing SDG6 means also being able to face global catastrophes such as droughts and planning towards resilience.

It is essential to promote decentralization through the implementation of the principle of active subsidiarity to ensure the provision of local services. Strong multi-level governance is mandatory in order to design and implement joint solutions to global problems such as water and sanitation management.

You will find attached two self-explanatory notes, one regarding participation and the other one regarding policy in the World Water Forum.
