Making Cities Resilient 2030 Initiative

Dear members,
 
We are pleased to share with you information about the Making Cities Resilient 2030 (MCR2030) Initiative, a cross-stakeholder effort striving to strengthen local resilience led by the United Nations Office for Disaster Risk Reduction (UNDRR). The Global Coordinating Committee of the MCR2030, co-chaired by UCLG and UNDRR, brings together key local and regional governments’ networks and UN agencies to, inter alia, foster advocacy efforts, share knowledge and experiences, and establish city-to-city learning networks.
 
Through delivering a 3-stage roadmap to urban resilience, MCR2030 provides access to knowledge, services and tools to support cities on their journey to reduce risk and build resilience to promote more inclusive, safe, resilient and sustainable cities by 2030, contributing to the achievement of the SDG11 and in line with the Sendai Framework for Disaster Risk Reduction, the Paris Agreement, and the New Urban Agenda.
 
 
Come aboard
 
Building on the lessons learned during the previous MCR Campaign implementation from 2010-2020, MCR2030 responds to the growing understanding of urban risk: how it has changed and is changing, and the impacts this will have on cities and citizens. It recognizes the growing need for a systemic, joined-up approach to risk reduction, that allows city leaders to plan for risk-informed development, and citizens to benefit.
 
As we embark into the implementation decade, guidance and capacity development in resilience-related technical areas are increasingly central to cities and regions. They range from awareness and strategic planning to effective implementation and monitoring.
 
MCR2030 aims to have an increasing number of local and regional governments and their associations committed to reducing local disaster/climate risk, building resilience while improving sustainability, and expanding partnerships globally and regionally by bringing synergized collaboration focused on resilience.
 
 
How to join?

  • Cities and local governments can join the initiative by following the steps described in this guide. This process starts by doing a quick stage assessment and preparing a letter of commitment, after which they can access the MCR2030 dashboard to find the different resources and tools available.
     
  • Cities that have successfully developed and implemented DRR and resilience strategies have the opportunity to become Resilience Hubs after joining the initiative, committing to enhance city-to-city collaborations and provide peer-to-peer support to other cities along their resilience journey. More information about Resilience Hubs is available here.
     
  • Local government associations and regional governments can join the initiative as participating entities, providing specific knowledge and expertise adapted to local realities and multi-level governance contexts that can support cities to progress along the resilience roadmap.
     
  • UCLG Regional Sections have already been approached to be part of the Regional Coordinating Committees which lead the regional implementation, mobilization and collaboration efforts of the initiative in the different regions.

 
Available tools
 
In addition to its role as core partner and co-chair, UCLG is contributing to the initiative through a variety of tools and processes, including its ongoing efforts on advocacy, learning, and research. 
 
The Resilience Learning Modules on “Fundamentals of Resilient Governance and Development” and “Strategies & Actions'' developed with UNDRR and UN-Habitat, provide a great entry point for cities to their resilience journey. The modules have been adapted to an online course format and are available to all members for free on our #LearningWithUCLG platform. The World Secretariat’s learning team is also at the disposal of cities wishing to engage in and organize peer-learnings to share and discuss good practices on resilience building and disaster risk reduction.
