2022 UCLG Executive Bureau
Outcome document

Dear members,

The 2022 UCLG Executive Bureau met in a hybrid format on 13-15 June 2022 in Seville, under the theme “Local and regional governments fostering peace at the front line of emergencies”, in parallel to the Mediterranean Urban Migration Forum, co-organized with ICMPD and FAMSI.

Together with UN-Habitat, UCLG and ICMPD have partnered for a decade with the ambition to mainstream migration in local agendas, while enhancing local participation in national and global policy-making. The co-organization of the Mediterranean Urban Migration (MUM) Forum in Seville, with strong support and engagement from local, regional and national authorities from around the Mediterranean and beyond, highlighted the success of this partnership and set a new milestone in the constituency’s ambition to bring territorial solidaritycooperation and dignity at the center of the human mobility agendas.

The meetings of the Executive Bureau gathered around 500 participants (including the participants of the Mediterranean Urban Migration Forum), among whom 300 attended in-person in Seville. The gatherings discussed the work programme towards the World Congress in Daejeon, including statutory issues related to the renewal of the governing bodies. We are pleased to share the Outcomes of the UCLG 2022 Executive Bureau, including the key decisions report.

HIGHLIGHTS OF THE WEEK

Members and participants who took part in the meetings of the #UCLGMeets week addressed the importance of local and territorial action in peacebuilding, in managing crises and in addressing the day-to-day challenges of situations of conflict, such as managing migration and refugees in their territories. The meetings organized in the framework of the Mediterranean Urban Migration Forum acknowledged the potential of local and regional governments for migration governance, as part of the daily lives and realities of the communities they represent.

The Executive Bureau meetings also served to spark the conversation around the UCLG Pact for the Future, the document that will drive the way of the World Organization in the years to come, as a renewed social contract built around the axes of people, planet and government.

Several thematic sessions were organized throughout the week, allowing participants to engage in interesting debates on Local governments’ role and solidarity in times of international crisis; the New Urban Agenda under ReviewRenewing democracy from the bottom upLocal economic development for an equitable recovery10,100, 1000 human rights cities and territories by 2030; and the Lampedusa Charter for human mobility.

The UCLG leadership is particularly grateful for the active participation and support of Miguel Ángel Moratinos, High-Representative for the Alliance of Civilizations; Alfredo González Gómez, Secretary of State for Territorial Policy of Spain; Bahram Ghazi, of the United Nations OHCHR; Mortem Kjaerum, of the Raoul Wallenberg Institute; Vasu Gounden, Executive Director of ACCORD; Richard Bennett, UN Special Rapporteur on Afghanistan; Pradeep Wagle, Chief of the ESCR Section of the UN Commission for Human Rights and Professor Shin Gyeonggu, Senior Policy Advisor for Human Rights and International Affairs at the City of Gwangju.
