Dear members,

We look forward to welcoming you all in Seville, either virtually or in person and we would like to share the latest up-dates on the Executive Bureau.
 
We are pleased to inform that there will be over 220 participants, with 115 in person, including most members of the Presidency, namely: in-person, Carlos Martínez, Mayor of Soria and Governing President of UCLG; Uğur Ibrahim Altay, Mayor of Konya and Co-President of UCLG; Anne Hidalgo, Mayor of Paris and Co-President of UCLG; Jan van Zanen, Mayor of The Hague and Co-President of UCLG; Berry Vrbanovic, Mayor of Kitchener and Treasurer of UCLG; and online, Johnny Araya, Mayor of San José and Governing President of UCLG; Li Mingyuan, Mayor of Xi’an and Co-President of UCLG; and Madelaine Alfelor, Mayor of Iriga and Treasurer of UCLG.
 
The lists of participants for the Executive Bureau and for the Mediterranean Urban Migration Forum can be consulted on the UCLGMeets platform.
 
We remind you that all the up-dated documents, including concept notes and background documents, are also available on UCLGMeets.
 

LATEST PROGRAMME
 
For your information, the latest programme of the Executive Bureau meetings is available on UCLGMeets. It includes the sessions organized in the framework of the Mediterranean Urban Migration Forum, which have had a few timings adjustments.
 
We would also like to inform you that the interactive programme now also includes the confirmed speakers for the different sessions of the week.
 
Please note that there will be modifications to the lists of speakers, in particular during the Statutory Sessions, and that speaking slots on specific issues can be requested through the usual channels in the World Secretariat: UCLGExBu@uclg.org.

SPECIAL SESSION ON THE PACT FOR THE FUTURE
 
We are pleased to confirm that a special session will be organized in the framework of the UCLG Executive Bureau in Seville to provide up-dates on the Pact for the Future. This session will be celebrated in a hybrid format on 15 June, 12:00-13:30 CEST.
 
 
LOGISTICAL UP-DATES
 
As previously communicated, the logistical note to facilitate your participation in the meetings is available on UCLGMeets, where you will also find the schedule for transportation to and from the meeting venue.
 

DRAFT OF THE PACT FOR THE FUTURE FOR CONSULTATION
 
As you will remember, the 2020 World Council mandated UCLG to pursue a Pact for the Future of Humanity, based on three principles: people, planet and government. This Pact will be based on the key processes of the 2022 World Congress in Daejeon and will define the strategic priorities for our Organization for the period 2022-2028.
 
The Pact builds on the notion that local and regional governments have a critical role as political actors, whose main objective is to safeguard the dreams and aspirations of the communities they represent. It understands equality as the indispensable building block of any sustainable society and underpins the need for a changed relationship with nature, which necessitates renewed governance, with trust as an indispensable pillar between the different actors.

THE STRUCTURE OF THE PACT
 
The Pact will include a political statement with a long term vision, which sets the scene with the hopes, aspirations and calls for the years to come. This political introduction reflects the visions of our leadership and will serve as the Daejeon Political Declaration. 
 
It will then deploy a narrative and strategy on the three axes (people, planet and government) of around 10 pages each, building on the contributions of the UCLG policy processes leading to the UCLG World Summit. The focus will be on bringing together joint ideas and advocacy that have been carried out throughout the years in key areas of work for the constituency, and will ultimately shape the multi-annual strategic plan of UCLG and work programmes for years to come.
 
You can consult here the first draft of the political statement as well as the preliminary structure.

CONSULTATION PROCESS
 
Members will receive a consolidated full draft of the Pact in July.

The consultation process of the Pact for the Future will be organized on the UCLGMeets platform and will be two-fold.

1)   The political statement of the Pact for the Future: The Daejeon Declaration 

Members of the World Council can submit amendments to the political declaration in writing via the following steps:

• Amendments should be submitted via the UCLGMeets platform by 15 September.
• Amendments should be submitted in one of the three working languages of UCLG: English, French or Spanish.
• Proposals should provide concrete wording to be added or de-leted from the existing draft.

2)   The narrative and strategy of the Pact for the Future: The multi-annual strategic plan of UCLG
 
Members of the World Council can present specific motions on topics, issues or work they would propose to include in the strategic work plan of UCLG based on the Pact, via the following steps:

• Motions should be submitted via the UCLGMeets platform by 15 September or by sending an email to daejeon2022@uclg.org.
• Motions should be submitted in one of the three working languages of UCLG: English, French or Spanish.
• Motions should be presented through a written document that will link the proposal(s) to a specific axis of the Pact (people, planet and government).
• Motions should have the support of at least 5 members from 3 different world regions.

 
The final draft of the Pact, including the Declaration and the Strategy, will then be elaborated and presented to the World Council on 14 October for adoption. Amendment procedures in situ will be limited, given the extensive co-creation process. They will be defined by the Executive Bureau in Daejeon.
