Local and regional governments’ activities at COP26
31 October-12 November 2021, Glasgow

 

Dear members,

COP26, organized under the presidency of the United Kingdom and in partnership with the government of Italy, will be taking place in the city of Glasgow, from 31 October to 12 November 2021, under particularly difficult conditions for stakeholders due to a high number of restrictions. 
 
The delegation of local and regional governments will be more reduced than in previous COPs but an important delegation of UCLG members will be present under the leadership of the President of UCLG, mostly accredited through their national delegations.
 
As you might recall, COP26 is pivotal as Member-States are required to present, five years after COP21, their Nationally Determined Contributions review on how they will meet the Paris Agreement objectives to secure global net zero emissions by mid-century and keep 1.5 degrees within reach. 
 
 
KEY DATES FOR LOCAL AND REGIONAL GOVERNMENTS
 
In the follow-up of previous COPs and in consultation with Member-States, the UK presidency has established key priorities during the two weeks, including: finance; energy; gender; nature; transport; youth; adaptation and cities and regions, as you will see reflected in the enclosed thematic days of the Presidency Programme.
 
 
Our meeting and events space: the LGMA Pavilion
 
The LGMA Pavilion is located in the Blue Zone, the official space of COP26 for negotiations. Please note that the Blue Zone is not open to the public and access is subject to accreditation (see below).
 
The LGMA Pavilion is the home base for local and regional governments, offering a space for meetings, briefings, networking and partnership building throughout the full two weeks of the UNFCCC COP26. It is coordinated by ICLEI (our sister organization, focal point to UNFCCC) with financial and substantive support for UCLG and other networks of the constituency.
 
Please note that due to restrictions at COP26, no more than 30 people can be at the Pavilion at the same time. A draft programme is enclosed. 
 
 
Main Day for LRGs: 11 November (UNFCCC Cities and Regions Day)
 
An international event of local and regional governments will therefore be organized on-site by the Global Taskforce on 11th November (Cities and Regions Day) at the LGMA Pavilion (Blue Zone) from 11.30 to 14.30 GMT (in person). This will include a Dialogue with UN-Habitat Executive Director Ms Maimunah Mohd Sharif. 
 
In order to maximise the contribution of members that cannot travel to COP26, there will also be a session fully ON LINE organised under the leadership of the UCLG Policy Council on Safer, Sustainable and Resilient Cities, Capable of Facing Crisis, on 11 November from 15.30 to 17.30 CET.
 
Local and regional leaders on site will also have the opportunity of a social gathering, at the kind invitation of the Lord Mayor of Glasgow, at 19.00 GMT.
 
 
31 October to 3 November
 
The first days of COP26 will be dedicated to the Opening of Negotiations and the World Leaders Summit, only for Heads of States and Governments. 
 
However, our constituency will be active by issuing a Statement on 31 October (coinciding with World Cities Day) and through an informal kick-off gathering.
 
There will be specific High-Level Roundtables on Race-to-Zero and Race-to-Resilience and the German Association of Cities will be holding a specific event on climate neutral cities, and CLGF and Cities Alliance will also be holding specific event on urban informality and climate justice. 
 

5 November: Youth, Culture and Resilience
 
Our UCLG Committee on Culture will be holding a specific dialogue at the LGMA Pavilion on Culture, Youth and Resilience. The event will take place in partnership with Climate Heritage Network and ICLEI. 
 
 
8 November: LGMA Official Side-Event
 
UNFCCC formally accepted our constituency's side-event, to take place on 8 November at 18.30 GMT in the Blue Zone, organized jointly by UCLG, CEMR, ICLEI and Regions4.  It will focus on enhancing ambition and accelerating action. 
 
 
9-12 November: increased activities of our membership
 
From 9 to 12 November, a number of important side-events will be held by our Sections and membership. To be highlighted: 
 
·        CEMR event on Green Deal, 10 November, EU Pavilion
·        FMDV events on Subnational Finance, 9 and 11 November
·        Regions4 event on Role of Regions, 8 November
·        COSLA, NILGA and LGA events at their Exhibition Stands
·        UCLG-Africa events, 9 November
 
Please do not hesitate indicating us, should you be organizing an additional event. 
 
Please find enclosed the full programme of activities of our constituency during COP26. Please note this programme is provisional and subject to changes as confirmations from UNFCCC are still being received at this date. 

  
ACCREDITATION
 
As usual the venue will be divided into 2 zones:
 
- the Green Zone where thematic days, high level roundtables, side events and exhibitions will take place. Please note that due to specific sanitary and capacity requirements, the access to the Green Zone will be subject to a certain quota this year. It is also mandatory to register beforehand to gain access to the Green Zone. 
 
- the Blue Zone for negotiations, which has a very limited access this year – UCLG cannot provide access to the Blue zone to members.
Should you wish to access this space, please liaise with your national delegation to obtain accreditation through them. 
 
Should you be present at COP26 through your national delegation, please indicate the name of your representative via globaltaskforce@uclg.org

 
LOGISTICAL CONSTRAINTS

Due to a more complex context than previous years, please note that there are important logistical constraints to consider this year: 
 
Accommodation: all hotels in Glasgow and in the surroundings are full at this date.
 
Sanitary requirements: due to the current health situation, some specific requirements are needed to enter the United Kingdom and COP26, that you will find via this link
 
 
Should you plan to attend the COP26 virtually and particularly events taking place in the framework of the LRG Day on 11 Day, please make sure you indicate your interest in participating by 26 October at the latest to globaltaskforce@uclg.org
