Central and Local Government Cooperation Meeting

Operated under Article 186 of the Local Autonomy Act, the Central and Local Government Cooperation Meeting is designed to enhance the effectiveness of local autonomy and balanced regional development policies by establishing an equal and cooperative relationship between the central government and local governments.

Legal Basis The General Assembly is divided into regular and special sessions. Regular sessions are held once a year, in principle, in July.
Composition

As stipulated in the Act on the Composition and Operation of the Central-Local Government Cooperation Council (effective January 13, 2022)

(Central) Minister of Economy and Finance, Minister of Education, Minister of the Interior and Safety, Minister for Government Policy Coordination, Minister of Government Legislation, Chairperson of the Presidential Committee for Decentralization and Balanced Development (6 members total)

(Local) 16 mayors/governors of metropolitan cities and provinces, President of the Governors Association of the Republic of Korea, President of the National Association of Mayors in Korea, and President of the Local Council Chairs Association of Korea (19 members total)

Function Deliberates on major policy matters related to local autonomy and balanced regional development.
Operation Convened once every quarter, in principle.
Working-level Council of the Central and Local Government Cooperation Meeting
Co-Chairs Vice Minister of the Ministry of the Interior and Safety, and a mayor/governor designated by the President of the Governors Association of the Republic of Korea (usually the Association’s Vice President)
Members Vice Ministers from the Ministry of Economy and Finance, Ministry of Education, and Ministry of the Interior and Safety; Vice Minister of Government Legislation; Deputy Minister of the Office for Government Policy Coordination; and Vice Mayors/Vice Governors of metropolitan cities and provinces

General Assembly & Working-level Council

The Governors Association of the Republic of Korea enhances mutual understanding, exchange, and cooperation among metropolitan cities and provinces, while addressing shared challenges. It also promotes decentralization, balanced regional development, and local diplomacy.

General Assembly
Schedule The General Assembly is divided into regular and special sessions. Regular sessions are held once a year, in principle in July.
Participants Mayors and Governors of all 17 metropolitan cities and provinces across the Republic of Korea
Functions The General Assembly serves as the decision-making body of the Association and deliberates and makes decisions on the following matters:

* Agenda proposals submitted by cities and provinces

* Enactment and amendment of the Association’s Charter

* Election of officers

* Approval of budget and settlement reports

* Other significant matters regarding the operation of the Association

Working-level Council
Schedule Convened in conjunction with the General Assembly, held prior to its opening
(may be held independently when necessary)
Participants Director Generals from all 17 metropolitan cities and provinces across the Republic of Korea
Functions The Working-level Council is operated to support the efficient management of the Association and assist the General Assembly.
It reviews and decides on the following matters in advance:

* Deliberation, feedback, and coordination on agenda proposals submitted by cities and provinces

* Review and decision-making on amendments to bylaws (excluding the Charter)

* Review and approval of the Secretariat’s draft budget and settlement reports

* Review and approval of contribution assessments and financial settlements by city and province

* Ratification of budget and settlement matters

* Other key matters related to the operation of the Association

Building Cooperative Networks with the Central Government, the National Assembly, and Related Institutions and Organizations

The Association strives to build mutual cooperation systems with relevant institutions and organizations that represent the perspectives of both the central and local governments, including the National Assembly.

Strengthening Joint Responses by the Four Major Local Government Associations to Produce Tangible Outcomes from the Central and Local Government Cooperation Meeting
  • Hold frequent meetings to identify shared agenda items and coordinate joint responses
  • Jointly propose policy recommendations to the Office of the President and the National Assembly, and pursue legislation based on common agendas
Cooperation with Relevant Institutions for Decentralization and Balanced Development
  • Strengthen joint responses and cooperation on major agenda items ※ Hold meetings as needed

Policy Proposals to the Central Government

The Association focuses on proposing and managing policy tasks that require legal and institutional reforms applicable across all 17 metropolitan cities and provinces, as well as those requiring mayoral or gubernatorial-level policy judgment.
These efforts are aimed at increasing the rate at which policies are reflected in national agendas, and at improving acceptance rates through close and active cooperation with the relevant departments of central government ministries on carefully selected proposals.

※ If requested by the Governors Association of the Republic of Korea or by a metropolitan city or province, proposals that have received unanimous agreement through coordination among the cities and provinces may be submitted to the relevant central ministry.

Local Era Policy Forums and Seminars
  • Develop policy rationale and explore strategies to promote decentralization and balanced regional development, and enhance understanding of related issues
  • Present actionable policy recommendations through systematic and effective management
  • Host policy forums on decentralization by inviting experts, professors, and journalists to discuss key issues in the Local Era

(The Governors Association of the Republic of Korea, the National Association of Mayors in Korea, the Metropolitan Provincial Council Chairs Association of Korea, and the Local Council Chairs Association of Korea)
• Functions 1. Strengthen solidarity and coordination among all metropolitan cities, counties, districts, and their assemblies to jointly address local issues.
2. Establish cooperative systems to enhance understanding of national local governance policies and resolve current challenges.
3. The Working-level Council is operated to ensure efficient management of the Association and to assist the General Assembly, and it deliberates and decides on the following matters:

Matters related to proposals submitted by metropolitan cities and provinces.

Enactment and amendment of the Association’s charter.

Appointment of officers.

Approval of budget and settlement reports.

Other key matters concerning the operation of the Association.
