International Exchange Mentoring

Supports international exchange needs of Korean local governments in regions not covered by the Association’s overseas offices through expert mentor networks in relevant regions

Period Year-round (First and Second Half)
Target International relations officers from metropolitan cities and local governments (si/do and si/gun/gu)
Topics Recommending partner cities in areas not covered by the Association’s overseas offices (e.g., Vietnam, Russia and CIS countries, Africa, etc.)
Main Content Expert mentoring on recommending exchange cities and strategies for international cooperation
Operation of the Global Learning Center

Lays the groundwork for local government internationalization by nurturing competitive professionals to lead international exchange

Training Schedule 8 sessions per year
Training Participants Public officials from metropolitan cities and local governments (si/do, si/gun/gu)
Main Content Basic courses on international exchange (exchange programs, events, protocol, etc.) and region-specific courses by country or region
(Asia, Europe, the Americas and the Middle East, Africa, CIS, etc.)
K2H Program (Korea Heart to Heart Program)

An invitation training program for foreign public officials affiliated with overseas local governments currently engaged in or seeking exchange with Korean local governments.
Serves as a key platform to strengthen international exchange and cooperation between domestic and international local governments, and helps foster future leaders in bilateral cooperation.

Period April to October each year (6 months)
Target Public officials from foreign local governments with English communication skills
Content Pre-training, main training, and closing ceremony
Host Governors Association of the Republic of Korea and host local governments
Cost Sharing

Governors Association: Pre-training costs, medical and accident insurance, monthly activity stipend (KRW 500,000)

Local Governments: Lodging and utility costs, activity stipend (KRW 500,000 per month)

Overseas Offices

Supports international exchange and cooperation, local government globalization, and overseas information collection through 6 overseas offices located in diplomatic missions

Countries Japan, China, Australia, United States, France, and the United Kingdom (6 countries)
Main Content Collect and provide various reports and information on host countries (cities),
support cooperative relations with local governments abroad,
and enhance the effectiveness of local government internationalization efforts such as foreign investment attraction and tourism promotion
